What promised to be the usual summer doldrums
of a California election year is now anything but: The top
gubernatorial contenders met in the first of five one-on-one debates
and the sparks flew during the 60-minute confrontation.
Volume 2, Number 5: August 10, 1998
It's Sunday night in Sacramento, the eve of the
first floor votes on California's long-overdue budget, and the
Legislature's lawyers work feverishly through the night: They are
drawing up the formal language of the budget bill and an array of
accompanying bills called "trailers" that make the necessary changes
in the law to put the budget into effect.

About five months remain in the governorship of
Pete Wilson, and it is all but certain he will use that time to polish
a record he hopes will serve as the springboard to a successful
presidential campaign.
