One of the first major environmental tests of
Gov. Gray Davis' administration is going to take place this week at
the Board of Forestry, an obscure, nine-member panel that sets policy
for logging regulation in California.
Volume 3, Number 1: July 12, 1999
Two of Gov. Gray Davis' most powerful and
committed constituencies during his campaign for governor last year,
organized labor and the trial lawyers, are on a roll. One of labor's
most cherished goals -- to restore overtime pay after eight hours of
work -- has been approved by lawmakers and is on its way to Davis'
desk for his likely signature.

The public's attention has been focused on
education in recent months, and rightfully so. But behind the scenes
at critical private meetings throughout the state, Gov. Gray Davis's
administration has been trying to devise a plan to improve the way
health management organizations, or HMOs in the vernacular, are
regulated.

A Capitol wag once said that "voters are the
weak link in a democracy" and when it comes to term limits, at least,
he may have been right.
