merger-happy economic environment.

Not surprisingly, those who watch politicians
for a living -- reporters, government-reform advocates, pundits,
bureaucrats and, occasionally, even real people -- are fond of
focusing on the politicians' salaries and expenses, which are paid by
the taxpayers.
