Volume 3, Number 48: June 5, 2000
On its face, it is simple and logical: Redraw
the boundaries of legislative and congressional districts every 10
years to account for shifts of population and assure equal
representation. The idea is to make sure that a citizen in Eureka
receives the same level of representation in the Senate, Assembly and
Congress as a citizen in Blythe or Gustine or San Diego. So, it would
seem that the once-a-decade drawing of political maps -- it's called
reapportionment -- is a mechanical, pro forma process.
Volume 3, Number 49: June 12, 2000
In government as well as life, having a lot of
money is better than having too little. But dealing with both extremes
requires skill, and thus far the Legislature's budget negotiators --
surprisingly -- are showing they have it.

It's received virtually no media attention, but
in less than two weeks the nation's first government-sanctioned,
low-cost automobile insurance program is scheduled to begin in Los
Angeles and San Francisco counties in what backers hope will serve as
a model for the rest of the state.

A critical mass is developing for Insurance
Commissioner Charles Quackenbush, who faces crucial legislative
hearings this week likely to contain new accusers, new evidence and
new calls for impeachment or resignation. After 10 weeks of a scandal
that has transfixed the Capitol like no other in recent memory, zero
hour may be at hand.
