      On its face, it is simple and logical: Redraw the boundaries of legislative and congressional districts every 10 years to account for shifts of population and assure equal representation. The idea is to make sure that a citizen in Eureka receives the same level of representation in the Senate, Assembly and Congress as a citizen in Blythe or Gustine or San Diego. So, it would seem that the once-a-decade drawing of political maps -- it's called reapportionment -- is a mechanical, pro forma process.

      In government as well as life, having a lot of money is better than having too little. But dealing with both extremes requires skill, and thus far the Legislature's budget negotiators -- surprisingly -- are showing they have it.

After 10 weeks of a scandal that has transfixed the Capitol like no other in recent memory, zero hour may be at hand.
